One of the challenges in using Twitter is finding just the right people to follow – unless you fall into the Robert Scoble/Guy Kawasaki camp where you should follow anybody and everybody.

I also do not like following people who tweet every two seconds. I think I will go look at that site.

But if they're not tweeting at all, or much, what's the downside of following them? And people who tweet a lot are already obvious, aren't they? I don't see much value here…
many services online rank your activity on twitter and one of the parameters taken into account is the followers / friends ratio and the higher is, the better is… that said, cleaning the list of people you follow is very useful
But a simple followers/friends ranking is almost meaningless. If you look at that for an indication of whether somebody is worth following, you are looking at the wrong thing:-)

I think a simple follower count is a more useful measure than friend/follower ratio, actually. The other criteria on your blog are spot on…
This is a pretty useful service. As you said, this can be used to decide whether to follow any person who has been inactive for a long time
